Swedish Government has given a task to its forest
administration agencies to make a proposition of new
guidelines for land acquisition targeting to establish nature
reserves. The task involves "applying the
experiences from the Finnish model of forest protection
[METSO] that is based essentially on [forest owners']
voluntariness [to offer ecologically valuable sites for protection]".
"Because there has been certain critics that
our current working schemes do not take enough into account
forest-owner's interests, and there has been more demand for
voluntariness in establishing nature reserves, I think this
will be the first step towards a more effective working scheme
- a scheme being experienced more as a dialogue between two
parties rather than something initiated by authorities",
says

Erlandsson,
Minister of Agriculture in Sweden.

METSO IN SHORT
In October 2002, the Finnish Government made a
decision on the Forest Biodiversity Programme for Southern
Finland 2003-2007, called the METSO Programme.
METSO is followed-up and an an evaluation report was published in
Nov 2006. Government's decision of a new Forest Biodiversity Programme
for the period of 2008-2016 was made in March 2008 together with an upgrade of
Finland's National Forest

Summary of
the first
interim report (April 2005)
The second interim
report (summary, Jan 2006) presents stakeholders' and researchers' opinions on the
effectiveness of METSO, was published in Jan 2006.

METSO is a supplement
to
Finland’s
National Forest Programme 2010 with an action programme to
protect biodiversity in forests in southern Finland.
METSO contains altogether 17 sub-programs, including pilot
programmes to test new voluntary means for land-owners to
increase the biodiversity in their forests. METSO is also supported by a large research programme,
Forest Biodiversity
and Monitoring Programme in Finland (MOSSE). METSO is part of Finland's
contribution to the
international agreements.

EARLIER NEWS AND NEWSLETTERS
The preparation of "METSO II", to build on the METSO Forest
Biodiversity Programme for Southern Finland is progressing on
schedule, applying research findings and experiences gained
during METSO’s pilot phase (2002-2007).
Meanwhile, this summer plenty of tenders were submitted by
forest-owners offering to establish permanently protected
areas in their lands through METSO’s voluntary schemes. The
idea of privately-owned protected areas has proven to be
particularly popular, but larger sites have also been tendered
for purchases.

A new METSO video
available (16 June 2007)
A new 15 minutes video (DVD) is available on
METSO. The video has options for Finnish, Swedish and English
subtitles. You can order your own copy from the Ministry of
Agriculture and Forestry by an email to eija.einola @ mmm.fi).
Successor to the METSO Programme is assured under the new
Finnish Government. The future continuation of the METSO
programme has been written into both the forestry and nature
conservation sections of the official programme of Finland’s
new coalition Government.

METSO playing the key role in
Finland's additional report to CBD (11 Dec 2006)
Finland's latest achievements in protection of
biodiversity were reported to CBD - Convention on Biological
diversity, in an additional report published on 4 Dec 2006.
The advances obtained through the METSO Programme played the
key role in the report. The report is a supplement to
Finland's 3rd National Report to CBD, delivered in June 2005.

The Forest Biodiversity Programme for Southern Finland
METSO has been successful, as shown by the evaluation
published today (3 Nov 2006). The new voluntary conservation
measures are well suited to forest protection. Minister of the
Environment, Mr. Jan-Erik
Enestam
and Minister of Agriculture and Forestry, Mr. Juha
Korkeaoja
consider it important to draw up an action and financing
programme during 2007, aimed at further, significant
improvement in forest biodiversity.
The follow-up and evaluation report of the
METSO Programme was published in an occation held at Säätytalo
in Helsinki on 3 Nov 2006. -

Final seminar of
METSO-related research, 4-6 Sept 2006
"The research made under the METSO Programme has shown
that forest
biodiversity can be increased remarkably based on
forest-owners' voluntary offers, without weakening essentially
the prerequisites of sustainable forestry. We may have a clue
to a ”win-win” solution in reconciling forestry and forest
protection", summarized Mr. Jarmo
Vaittinen,
Permanent Secretary at the Ministry of Agriculture and
Forestry, in the seminar. The seminar became a success in the joint attempt
of researchers, authorities and all forest- and
forestry-related stakeholders in seeking a research-based
solution to stop the loss of species and to increase
biodiversity in Southern Finland's forests.
Also
a 387-pages book "METSOn jäljillä - Research report of the
Forest Biodiversity Programme for Southern Finland", was published in the
seminar.
The book provides the latest research results on biodiversity
issues concerning the forests of Southern Finland. -

at EU's GREEN WEEK in Brussels
(5 June, 2006)
The METSO Programme attended as
an exhibitor the EU's GREEN WEEK conference, held in
Brussels May 30 - June 2. This year the theme of the
week was Biodiversity. We were pleased to meet hudreds of
visitors at the METSO stand, to exchange and deliver
information on METSO's new approach to nature conservation
